The "official" theory for the origin of the Vok was given by Larry DeTillio; that the Vok are made of the Swarm from G2 after its redemption in G2, and are a combination of the G2 Cybertronians, humanity consumed by the Swarm, and another alien reptilian race. However, this theory has a massive flaw in it: the Beast Wars episode "Possession." In this episode, Starscream claims that he died protecting Galvatron from Unicron, and is countered by the recorded fact that he died as a consequence of betraying Galvatron. This points clearly and solely to events as depicted in Transformers: The Movie, as this is the only death of Starscream's that involved Galvatron. However, in order for the Vok to be the Swarm, G2 must have happened in the BW timeline; for G2 to occur, the G1 comics continuity must precede it. According to the G1 comics, a chain of events started by Galvatron in Target:2006 caused Unicron not to appear in 2005 [as in the Movie] but, due to Bludgeon shooting Primus in the face, to appear earlier, wiping the events of the Movie from the comic timeline. Thus, Starscream survived the G1 comics, and the G2 comics also, without betraying Galvatron [indeed, without meeting him after Target: 2006, when he did not betray him] whilst Galvatron died at the hands of Fortress Maximus at the end of G1. Ergo, if G2 is a part of the BW continuity, than Starscream CANNOT have been killed by Galvatron, nor can Unicron have arrived in 2005 to precipitate the events of TF:TM [as he has already been destroyed] and therefor "Possession" cannot happen as Starscream has no reason to be dead.
In short, Starscream's ghost can only appear in Beast Wars if it follows from G1 alone, comics or cartoon, but Beast Wars cannot follow G2. Ergo the Vok cannot be the Swarm.
